VENUE & ACCOMMODATION The tournament will take place at Baobab College in Lusaka, Zambia. The School Hall of Baobab College will be the playing venue whilst the players will be accommodated at the hostels of the College. PARTICIPANTS The organisers invite players in the following age groups (Under 8 years, Under 10 years, Under12 years, Under 14 years, Under16 years and Under 18 years) to participate. In accordance with FIDE regulations the indicated age groups are defined as follows:- Under 8 years - players born on or after January 1, 2003 Under 10 years - players born on or after January 1, 2001 Under 12 years - players born on or after January 1, 1999 Under 14 years - players born on or after January 1, 1997 Under 16 years - players born on or after January 1, 1995 Under 18 years - players born on or after January 1, 1993 The tournament will be played in two sections in each age group; a Boys Section and a Girls Section. Each federation will be allowed to enter 1boy and 1girl per age group to participate. The host Federation will cater for two (2) players (one boy and one girl) in each of the U-8, U-10, U-12, U-14, U-16, U-18 age category groups from each FIDE Federation. Additional players may be accepted subject to a maximum of 2 players per category (both boys and girls section). The board and lodging for the additional players will be borne by their Federation at a rate of 40€ per person per day on full board. BOARD & LODGE The organisers will host one boy and one girl per age group from each FIDE affiliated African National Federation on a full board and lodging basis for the duration of the tournament. Officials and accompanying persons from participating federations will also be accommodated at the same venue in shared rooms at 50€ per person per day on full board. FIDE/ACU FEES In accordance with FIDE regulations an entry fee of 70€ is required for each invited player and 140€ for each additional player. Federations are responsible for paying the entry fees for each of their players. All fees must be paid into the Chess Federation of Zambia account. No participant shall be allowed to take part in the event without full settlement of their account including the payment of the FIDE/ACU Fees. REGISTRATION A registration fee of 100€ per player will be payable in advance into the Chess Federation of Zambia account. This amount has to be paid by the registration deadline. After this date a penalty of 50 € for each late registration will be charged. Organisers reserve the right to decline late registrations. Registration fees for all managers, coaches and accompanying parents will also be 100 € per person. The deadline for registration is November 18, 2011. The hosts will meet all participants and accompanying persons at Lusaka International Airport. All federations must forward their itinerary by December 2, 2011. Transport to and from the airport will be included as part of the registration fee. All arriving players and accompanying persons will be met at Lusaka International Airport on Saturday, December 10, 2011. Players/officials intending to travel to Lusaka by bus must inform the organisers of their travel arrangements by December 2, 2011 so that adequate arrangements for their transfer to the venue can be made. TOURNAMENT REGULATIONS, TIE BREAK The Championships will be played in accordance with FIDE regulations on a 9 Round Swiss System basis with a free day after round 5. The rate of play will be in accordance with FIDE regulations: 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one. Should the number of participants in any age group be 10 or less, the affected section will be adjusted to a Round Robin tournament. If need be, some age groups could be merged if there are very few participants. The games will be played using DGT clocks; and pairing will be published on www.chess-results.com SCHEDULE
PRIZES The winner of each age group (girls and boys) will have the personal right to participate in the 2012 World Youth Chess Championships in Maribor, Slovenia. The winners in every age category will be awarded FIDE Titles respectively as indicated hereunder The winners in each age group category will also be awarded FIDE titles as follows (Boys: FM, CM and Girls: WFM, WCM). In the event of joint winners (players sharing the same points), the players will get titles as indicated below up to maximum of 3 players. 1 player in 1st position: FM or WFM Title 2 players in 1st position: (1st player FM or WFM title, 2nd player CM or WCM title) 3 players in 1st position: (1st player FM or WFM, 2nd Player CM or WCM and 3rd Player CM or WFM) The order of the players in the ranking is determined according to the number of points obtained. If at the end of the tournament two or more players are tied for the first place or other places, the tie shall be broken as follows: - Player with highest Buchholz Score - If still tied, a) Player with highest total wins. b) By age, in favour of the younger player. LOCAL CURRENCY The local currency is the Zambian Kwacha (ZMK), the current exchange rate is ZMK 4,980.00 = US$1 and ZMK 6,785 = 1 Euro. Visitors are advised to change any foreign exchange through the banks or foreign exchange bureau de change which are readily accessible. Banking Hours are 08.15 hours to 14.30 hours during weekdays and 08.15 hours to 11.30 hours on Saturdays. The exception is Sundays and Public Holidays when banks and the foreign exchange bureau de change are closed. Visitors are also advised to try as much as possible to use the local currency for most transactions in order to minimize exchange rate confusion or complications. VISAS For delegations coming from countries requiring entry visas into Zambia, these can be obtained from Zambian Embassies in their countries. For some delegations that will be coming from countries where there are no Zambian embassies, issuance of visas upon arrival at Lusaka International Airport can be arranged. Adequate notice will however need to be provided for this option. The host federation will arrange for official invitations to facilitate applications for those countries that need special invitations. Please ensure that you have this invitation letter with you when travelling to Zambia for the tournament. Also kindly ensure that you apply for your visa well in advance to avoid last minute rushes. WEATHER The month of December is the middle of the rainy season in Zambia. Although the frequency of rains at this time is more intermittent, as it precedes the wettest month of January, visitors are nevertheless advised to come prepared with umbrellas and raincoats. Temperatures will range from 20 to 25 degrees Celsius. Average Humidity will range between 65 in the evenings and 88 in the mornings.
