1. ORGANIZERS
Chess club "Rijeka", Blaza Polica 2, 51000 Rijeka, Croatia in agreement with Croatian Chess Federation, Trg Kresimira Cosica 11, 10000 Zagreb, under the auspices of the Mountain-litoral County, the City of Rijeka and the City of Opatija.
2. VENUE AND DATE
The Championship will be held in Opatija, Croatia, from November 14, 2011 (arrival of the participants) until November 27, 2011 (day of departure). Opening and closing ceremony and matches will take place in the conference centre Tamaris in Opatija.
3. PARTICIPATION
The 21st World senior chess championship for men and women is open to all players representing the FIDE Chess Federations, regardless of their title or rating, providing that the male tournament participants were born in 1951 or before, and that the female tournament participants were born in 1961 or before. There is no limit to the number of participants per federation.
4. SYSTEM AND RATE OF PLAY
The championship will be based on Swiss system in accordance with the FIDE Tournament Rules and FIDE Rules of Chess.
The playing time will be 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one. The Article 6.6. of the Rules of Chess will be applied – each player being late at the beginning of his match will loose the game.
5. RANKING AND TIE-BREAK SYSTEM
Winner and Senior World Champion will be the person who, at the end of the tournament, has scored the highest number of points. If two or more players are tied the following tiebreaks will be used:
1. Result of direct encounters between the tied players (applies only if all tied players have played each other)
2.The sum of progressive scores. The highest total wins. If the tie persists, the first round score will be deducted and, if necessary, the second round score will be deducted, and so on.
3. If still tied, the number of games played with black by each player in the tie (the higest number wins)
4. If still tied, the average rating of the 7 top rated opponents of each player. (the highest number wins).
The title of „Grandmaster“ will be conferred to the winner of the 21st FIDE World Senior Chess Championship 2011 who will receive the Gold medal. The second place will receive the Silver medal, while the third place will be awarded Bronze medal.
The same rules for the medal awards are applied to the participating women players, who play separately within their own tournament.
6. WOMENS' TORUNAMENT
The women play their own tournament to determine the Women World Senior Champion 2011.
Regarding the application, registration, entry fee and announcement with time table, the same conditions are valid as mentioned for men.
Because of the possible small number of participants, the following conditions have to be made:
The minimal number of participants has to be 12 women out of 4 zones, in this case a closed „Round Robin“ tournament will be played.
- Between 13 and 30 women, 9 rounds are played according to the „Swiss System“
- Over 30 players there will be 11 rounds.
The prize fund will be fixed, according to the number of participants, but will be at least 3.000 euro.
7. ARBITERS AND APPEALS COMMITTEE
The chief arbiter of the championship will be Vladimir Sakotic, IA, (MNE).
The appeals committee members will be announced at the technical conference.
8. APPEALS PROCEDURE
Protests against decisions of the Chief Arbiter or his deputies must be submitted in written form to the Chairman of the appeals committee within one hour after completion of the playing session.
The protest must be accompanied with the sum of 100 €, as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the Organiser. The appeal has to be lodged by the player.
The decisions of the Appeals Committee are final.
9. APPLICATIONS, REGISTRATION

In addition to the written registration, it is required that the participants make a personal registration prior to the comencement of the tournament. The personal registrations will be made on November 14, 2011 from 10:00 to 21:00 o`clock and on November 15, 2011, till 12:00 o'clock.
10. ORGANISATION FEE
The organization fee is 140 Euro per participant and is obligatory for all the participants. The foreign participants are kindly requested to effect the payment of the organisation fee in favor of the following account opened by Chess club Rijeka, Blaža Polica 2, 51000 Rijeka:

The bank commissions will be paid by the participant.
The players who do not make the payment of the organisation fee by the end of the second round will not be paired.
The organization fee includes one drink (coffee, tea or water) for all participants during the round and the entry fee of 70 euros payable to FIDE.
11 PRIZES
The total prize fund amounts to 15.000,00 euro, of which 12.000,00 will be paid to the male players, while 3.000,00 euro will be reserved for female players.
The prizes for the male tournament will be handed over as follows:
1. prize 2.100,00 €, trophy and gold medal
2. prize 1.700,00 € and silver medal
3. prize 1.500,00 € and bronze medal
4. prize 1.200,00 €
5. prize 1.000,00 €
6. prize 900,00 €
7. prize 800,00 €
8. prize 700,00 €
9. prize 600,00 €
10. prize 500,00 €
11. prize 400,00 €
12. prize 300,00 €
13. prize 200,00 €
14. prize 100,00 €
The prizes for the female tournamente will be handed over as follows:
1. prize 800,00 €, trophy and gold medal
2. prize 700,00 € and silver medal
3. prize 600,00 € and gold medal
4. prize 400,00 €
5. prize 300,00 €
6. prize 200,00 €
The entire prize fund in the amount of 15.000,00 € will be paid by the Organiser to FIDE prior to the end of the championship. FIDE will effect the payment of prizes to the players. The players who will be awarded the prizes are obliged to contact the Organiser and provide their bank account details in order to receive payment by FIDE.

13. SPECIAL OFFERS
The organizer shall provide free board and lodging (single rooms with bath and/or shower) for at least one player of each zone, providing that the registration of such a player is received by September 30, 2011, and the defending champion. The Presidents of each Zone are entitled to nominate the hosted players from their Zone.
14. ADDITIONAL REGULATIONS
Analyzing is not allowed in the playing hall.
During the game the players are not allowed to go to the analyzing room or to the press room.
Flash photography may be used only in the first ten minutes of each round, and the first three minutes of the tiebreak games. During sudden death games they may be used only in the first minute.
Only the players and arbiters shall be allowed in the actual playing area, except with the express permission of the Chief Arbiter.
Players are not allowed to enter the closed area of the top boards, if they don’t play there
themselves.
As long as the game is in progress a player may talk only to an arbiter or with his opponent as permitted by the Laws of Chess.
In case of pre-arranged results the chief arbiter can decide that the result of the respective game is 0 - 0.
It is assumed that all the players have read the Tournament Regulations and are obliged to obey them.

15. MEDICAL CARE
During the Tournament there will be Medical Services according to the FIDE Tournament Regulations.

The voltage in Croatia is 220 Volts.
16. CURRENCY & EXCHANGE
The official currency in the Republic of Croatia is the kuna.
17. VISAS
Visas for free entrance in the Republic of Croatia are necessary to the citizens of the states with which the Republic of Croatia has no state border passing arrangement. In this case, the interested player should contact the closest Croatian embassy with the request to be issued a visa to enter Croatia. In case where a group of players should have problems due to distance / inexistance of the Croatian consulate, the Organiser may ask for the issue of visa at the state border. Such a group should be as small as possible. The cost of visa issued at the state border is 75 euro per visa.
There are states with which Croatia has a contract, based on which the visa is given at the entrance to the Republic of Croatia, based on the Organiser's invitation letter.

The organizer will make every effort to speed-up the procedure of obtaining the visas, and the players will be informed accordingly. Visa’s costs will depend of the valid laws at that moment.
The Organiser is at the players' disposal for any additional information.
