African Youth Chess Championships 2009
30 June to 9 July 2009

Chess South Africa, under the auspices of the African Chess Union, has the pleasure of inviting all
African Federations affiliated to FIDE to participate at the 1st African Youth Chess Championship.

(Age Groups: U10, U12, U14, U16 & U18)

VENUE & ACCOMMODATION

The tournament will take place at Rochester House in Salt River.
Players will be accommodated at Graca House (4 km from playing venue).

PARTICIPANTS

In accordance with FIDE regulations, entitled participants are players born after 1st January 1992.
Players in the various age groups (U10, U12, U14, U16 & U18) will be invited to participate. Each federation will be allowed to send 1 player per gender (1boy and 1girl) per age group to participate.

BOARD & LODGE


The organisers will host one boy and one girl per age group from each FIDE affiliated African National Federation on a full board and lodging basis for the duration of the tournament.
Officials and accompanying persons from participating federations will also be accommodated at the same venue, at 45€ per person per day which includes 3 meals and accommodation.

FIDE/ACU FEES


In accordance with FIDE regulations an entry fee of 70€ is required for each invited player and 140€ for each additional player. Federations are responsible for paying the entry fees for each of their players. All fees must be paid into the 2009 African Youth Chess Championship account.

Players must also retain proof of payment, has this must be presented to the organisers on arrival. No participant shall be allowed to take part in the event without full settlement of their account including the payment of the FIDE/ACU Fees.

REGISTRATION


A registration fee of 100€ per player will be payable in advance into the African Youth Chess account. After this date a penalty of 50 € for each late registration will be charged.
However, organisers reserve the right to decline late registrations. (For all payments, please use the reference of AY, your federation name & player's surname. Registration fees for all managers, coaches and accompanying parents will be 50 €.
The deadline for registration is 25th April 2009.

TRAVEL ARRANGEMENTS

All travelling costs to and from South Africa will be for the players account.
The hosts will meet all participants and accompanying persons at Cape Town International Airport. All federations must forward their itinerary by 10th June. Transport from and to the airport will be included as part of the registration fee.  All arriving players and accompanying persons will meet at Cape Town International Airport on 30th June at 14h 00.
If you intend to travel by bus to Cape Town, please make sure you are at the Cape Town International Airport at 14h 00 on 30th June to meet with rest of the contingent. The bus will leave the airport at 15h 00.

TOURNAMENT REGULATIONS, TIE BREAK


It is intended that the Championships will be played in accordance with FIDE regulations on a 9 Round Swiss System basis with a free day after round 5. However should the number of participants be around twelve, the tournament could be adjusted to a Round Robin (all-play-all) event. The games will be played using DGT XL clocks.
The rate of play will be in accordance with the FIDE rules: 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move one.

PRIZES

The winner of each age group (girls and boys) will have the personal right to participate in the 2009 World Youth Chess Championships in Turkey.
The winners in every age category (girls: WFM, WCM and boys: FM, CM) will be awarded FIDE Titles respectively as under
1 player in 1st place: FM Title
2 players in 1st place: 1st player FM Title. 2nd player CM Title
3 or more players in 1st place: 1st player FM, 2nd player CM and 3rd player CM.
LOCAL CURRENCY

The local currency is the South African Rand (ZAR), the current exchange rate is R10 = US$1 (Or R13.0= 1 Euro). You are advised to change any foreign exchange through the banks or foreign exchange bureau which is easily available. Banks are open daily with the exception of Sunday. Visitors are advised to try as much as possible to use the local currency for most transactions, as this will minimize exchange rate confusion or complications.

VISAS


For delegations coming from countries requiring entry visas into South Africa, these can be obtained from South African Embassies. The host federation will arrange for official invitations to facilitate applications for those countries that need special invitations. It is advisable that you have this invitation letter with you when travelling to South Africa. Please ensure that you apply for your visa well in advance as this process can take some time.

The Chief Arbiter for the 2009 African Youth Chess Championships will be IA Gunther Van Den Bergh, from South Africa.
