![]() FOR BOYS & GIRLS UNDER 10, 12 & 14 Calicut, India, 6-14 June 2003 To All Affiliated Asian Chess Federations FIDE Zones 3.1a, 3.1b, 3.2, 3.3 & 3.4 All India Chess Federation very cordially invites your Federation to participate in the Asian Chess Championship for Boys & Girls Under 10, 12 & 14 years old to be held in Calicut, India from 6th to 14th June 2003. Venue of the Asian Youth Chess Championship is Hotel Asma Tower, Mavoor Road, Calicut, Phone : (91) 495 - 2753560, Fax : (91) 495 - 2723568. The rate of Hotel charges for additional participants and accompanying person is as follows : For Sharing a twin Bedded Room (Double room) + 3 meals per day per person - US $ 30 For a Single Room + 3 meals per day - US $ 50 The deadline for submitting entries without late fee is 20th May 2003. All Federations are requested to send their entries as early as possible. 1. RULES & REGULATIONS The Championships will be played in accordance with the following rules and regulations proposed by the All India Chess Federation and approved by FIDE Continental President for Asia, Mr. Khalifa Mohammad Al-Hitmi. 2. ELIGIBILITY & PARTICIPATION 2.1 The players who are entitled to participate should not have reached their relevant age as of January 1st 2003. 2.2 Subject to age stipulation, the following are entitled to participate: (i) Each Federation from Zones 3.1 (a), 3.1(b), 3.2, 3.3 and 3.4 shall be represented by one player in each age group. (ii) The players placed 1-3 in the previous championship shall have the personal right to participate in the championship. (iii) The host federation shall have a second place in the championship, and shall hold a player in reserve to make an even number of participants, if necessary. (iv) In addition, each Federation shall be eligible to send extra players as special entries on payment of S.Frs. 500 per entry. Such entries will be accepted provided the extra players have paid the prescribed entry fee of S.Frs.500 in advance to the host Federation namely All India Chess Federation. Such players will be responsible for the payment of their board & lodging expenses as well.3. ENTRY FEE Upon confirmation of entry, each participating Federation shall pay to AICF on arrival the stipulated entry fee of S.Frs. 100 on account of the main participants as outlined in the FIDE Financial Regulations. 4. ACCOMMODATION The main participants (those who qualified by the normal way and by personal right) and one accompanying official from each National Federation will be provided with free board & lodging. Participants will be accommodated in twin shared bedrooms (2 people per room). Each additional participant and each accompanying person should pay US $ 60 per day for sharing a double room plus three meals a day or US $ 90 per day for a single room plus three meals a day. 5. APPEALS COMMITTEE An Appeals Committee shall be constituted before the beginning of the tournament as stipulated in the FIDE regulations. 6. CHIEF ARBITER AND HIS ASSISTANTS The Chief Arbiter, his Deputy and Assistants will be appointed in consultation with the FIDE Continental President for Asia, Mr. Khalifa Mohammad Al-Hitmi. 7. TOURNAMENT FORMAT AND TIME CONTROL The Championship will be played in the 9 Round Swiss system in accordance with the latest FIDE Regulations. Games will be played using DGT Clocks. The rate of play will be 90 minutes for all game 30 seconds increment for each move. 7.1 SCHEDULE
