On the fifth day of the 86th FIDE Congress in Abu Dhabi, UAE, the following bodies held their respective meetings:
- African Continent
- Asian Continent
- FIDE Presidential Board
The African Continent moved its meeting ahead to 21h on 5th September. The Agenda included ACC President's Report, ACC Expenditure Report and prospects for 2016.
The member federations discussed the matters arising from the Expenditure Report.
The Asian Continent heard the President's and Treasurer's reports. In accordance with its Statutes, the Asian Chess Federation replaced a Vice President, a member of FIDE Executive Board, and appointed Commission Chairmen.
The ACF welcomed the Nauru Chess federation as its newest member.
Further, the ACF reviewed the events and bids, informed about the 2nd Annual Asian Chess Excellence Awards, drafted a Mission Statement and proposed a partnership with the Arab American University.
The first item on the agenda of the FIDE Presidential Board was the proposal by the World Championships and Olympiads Commission regarding the Regulations for the Candidates 2016 and the 2016 World Championship match.
Mr. Makropoulos said there had been slight changes following the changes in Laws of chess, otherwise, there is nothing new in the regulations. The Board approved both Regulations.
The next item was the Change of the Office in the Statutes of the Moscow Office. Mr. Freeman explained that the Board has to approve the change of address following the rules in Russia. It is purely administrative. The Board approved.
Robert Bellin made a presentation presentation about the work of the Medical Commission and education programme.
The Board also approved the Investigation chambers of the Anti-Cheating Committee to be submitted to the Ethics Commission.
The proposal of the Russian Chess Federation will be reported to the Executive Board.

On the fourth day of the 86th FIDE Congress in Abu Dhabi, UAE, the following Commissions and Associations held their respective meetings:

- Development Commission (DEV)
- Online Commission (OLC)
- Social Action Commission (SAC)
- Ethics Commission (ETH), private session
The Constitutional Commission discussed the anti-cheating organs and rules, the FIDE Handbook and consolidated texts, reform of the Code of Ethics, interpretative questions and electoral proceedings.
The Events Commission reported on its activities and informed about the Moscow meeting. The Commission proceeded to update the events Regulations, review the proposals from FIDE Online Commission and ISCU, and discuss the FIDE EVE Calendar 2016.
EVE looked at the applications for IO Lecturers and recommended the new IO titles for approval.
The AIDEF analyzed the reports from its official events in Montreal and Vallee d'Aoste and dealt with other various matters.
The Commonwealth Chess Association analyzed the Minutes of the 2014 Meeting held at Tromso Norway and the financial report submitted by the Chairman.
Regarding the Commonwealth Chess Championships, the CCA analyzed the report from 2014-2015, assigned the events for 2017 and 2018, and discussed the FIDE titles for the Championships.
The Development Commission reported on the Minutes from its core meeting in Barbados. The Commission looked at 2014 Statistics Review, 2014 Olympiad Performance Review, 2015-2016 Development List, 2015 Budget & Funding, DGT Development Pricing, and Development Goals 2015 and beyond.
DEV also discussed the Travel Grants, including 2015 World Youth Travel Grant Awardees, World Junior Travel Grant Proposal and 2016 Olympiad.
The Online Commission presented the FIDE Online Arena in numbers, the progress of the 2015 FOA Official Competitions, the new feature of private tournaments in FOA and schedule of 2016 FOA Official Competitions.
The Chairman informed about the new FIDE regulations for registration and licensing of players, including the FIDE flag players. The OLC submitted two proposals for the approval of Executive Board.
The Social Action Commission discussed the Minutes of the meeting held in New York in March and the report from the Chairperson.
The meeting continued with the updates and presentation and the Q&A session. The next Commission meeting is set for March 2016 (tentative).

On the third day of the 86th FIDE Congress in Abu Dhabi, UAE, the following Commissions held their respective meetings:

The Commission for Women's Chess reported on its activities and accomplishments since Tromso, August 2014.
WOM also discussed the ongoing and future projects: Rumbo a la Gran Maestria, support to Botswana, Castle Camp sponsorship, Chess for Dialogue at United Nations, Chess for Girls in Vienna, 1st World Online Women Blitz Championship, WOM website redesign.
The Systems of Pairings and Programs Commission discussed the current draft of the new wording for C.04 FIDE Swiss rules to be finalized at the 87th Congress in Baku 2016.
SPP also proposed amendments to the Dutch Swiss Rules, discussed the endorsement process and deadlines, and reviewed the accelerated systems.
SPP also looked at the proposal for a FIDE Pairing Server (FPS) to help organizers comply with deadline requirements.
The Chess in Schools Commission reviewed the Tromso Minutes, Chairman's report and reports from the Councillors and Members.
CIS presented the Early Years Skills program, the FIDE School Chess Teacher Diploma and Premium Student Membership.
The Verification Commission reviewed the Minutes of the August 2014 meeting, and then proceeded to discuss the Report of VER visit to FIDE Secretariat in Athens in great detail.
Throughout the last three days the Treasurer and the Executive Director have been discussing the 2016 budget with the Commission Chairmen.

86th FIDE Congress in Abu Dhabi, UAE - Day 2
On the second day of the 86th FIDE Congress in Abu Dhabi, UAE, the following Commissions held their respective meetings:

- Rules and Tournament Regulations Commission (RTR)
- Commission for World Championships and Olympiads (WCO)
The WCO meeting was attended by 15 delegates. The Chairman G. Makropoulos informed the present delegates about the current World Championship cycles for men and women and explained how the system of the WCO Commission works.
He confirmed that the official FIDE Calendar would be followed as strictly as possible depending on the sponsors.
GM A. Stefanova said that women players support the current cycle because they get a fair chance to become World Champions every two years.
The American Continent asked for an additional place for qualification for the Women’s World Championship. The proposal of the Commission is to allocate one place from the US Zone and give to the Continental Championship. This proposal is sent to the FIDE Executive Board for approval.

86th FIDE Congress in Abu Dhabi, UAE - Day 1
The 86th FIDE Congress started today at the Hotel Novotel Abu Dhabi Al Bustan in Abu Dhabi, United Arab Emirates.
The Congress is organized by the United Arab Emirates Chess Federation and attended by the FIDE Executive & Presidential Board, the FIDE Commissions, the FIDE Delegates and the National Chess Federations.
On the first day there were meetings of the Central Board of Commissions, the Arbiters' Commission (ARB), the Disabled Commission (DIS), the Technical Commission (TEC) and the Trainers' Commission (TRG).
The Arbiters' Commission reviewed the Minutes from Councilors' Meeting in Dubai. The Commission examined IA and FA title applications, the Amendments of the Regulations, the List of Lecturers, and Classification of the Arbiters.
ARB presented the first issue of the Arbiter's Magazine.
The Commission discussed the 2015-2016 budget, the report of the Disciplinary Subcommittee and various other matters.
The Trainers' Commission approved the seminar results and new TRG titles. The Commission examined new applications for FIDE Academies.
TRG reminded of earlier Chairman's proposals, approved the budget for 2016, and examined TRG-MED & TRG-CIS cooperation.
The Technical Commission examined the Separate Chapter of the Technical matters, and the Regulations and tie-break system in FIDE and Continental events.
TEC also presented the Chess Vision - a new system for transmitting the games.
The Disabled Commission reviewed the Minutes from its recent meeting in Athens, while Jamie Kenmure informed about the progress of his work of getting in touch with the national federations.
Mr. Dirk Jordan accepted the DIS proposal to host the 3rd World Chess Championship for Disabled at Dresden in 2017.
