FIDE accepted the bid of the Singapore Chess Federation for the 2014 World Amateur Championship, the bidding document can be seen here.
In September 2013, FIDE approved the regulations, which were published on the FIDE website and officially circulated to all Federations and they can be seen here.
On 21st February, 2014 (four days before the official deadline), the Singapore Chess Federation without informing FIDE Athens Office or the Events Commission for their approval asked Elista Office to update the Regulations. Elista assumed that these were just minor corrections and so did not inform FIDE Athens Office or the Events Commission of the change, but in fact their was a major change as to paying for board to without meals as can be seen here.
This change has only just come to the attention of the FIDE Athens Office and the Events Commission and is obviously unacceptable to FIDE. The original bid would not have been accepted on these terms. FIDE therefore insists that the Singapore Chess Federation sticks to the original bid and regulations and that the original bid and regulations are in force.
