FIDE publishes August 2012 FIDE Rating List. The list of top players is published at dedicated page of FIDE ratings website. All players can check new ratings at the main page of FIDE ratings website or download TXT version from downloads page.
Important note for developers:
New format introduced XML
filenames:
players_list_xml.zip - Combined file with all players and all ratings
standard_aug12frl_xml.zip - Standard rating FRL
rapid_aug12frl_xml.zip - Rapid rating FRL
blitz_aug12frl_xml.zip - Standard rating
From September 2012 new format of TXT files will be used.
aug12 will be replaced by corresponding rating period
For test purpose filenames are put under names *_new.zip
players_list_new.zip - Combined file with all players and all ratings in TXT
standard_aug12frl_new.zip - Standard rating FRL in TXT will replace aug12frl.zip
rapid_aug12frl_new.zip - Rapid rating FRL in TXT
blitz_aug12frl_new.zip - Standard rating in TXT
After September, 1 2012 all *_new.zip files will be placed under regular names:
players_list.zip
standard_aug12frl.zip (replaces aug12frl.zip)
rapid_aug12frl.zip
blitz_aug12frl.zip
and all existing files placed under *_old.zip. After January, 1 2013 *_old.zip will be discontinued.

Notes:
1. From September 2012 - 10 digits FIDE IDs will be introduced.
2. Rating lists and full list of players in XML will be available for download on August, 1 2012 at 'Downloads' section.
3. Rating list with K factor will be put by default and version without K will be discontinued.
4. Top lists for Standard rating were extended from Top 20 Juniors and Top 20 Girls to Top 100 Juniors and Top 100 Girls.
