For a third time, in the last month, this time through a publication of Bachar Kouatly who is candidate with the ticket of Arkady Dvorkovich, the right of participation in the General Assembly and in FIDE 2018 Elections, is unfortunately questioned regarding some federations which might have debts to FIDE. Moreover, the Statutes of FIDE are misused.

The Treasurer of FIDE Prof. Dr. Adrian Siegel is responding to this publication with an open letter to all federations, clarifying once again that the Statutes should not be misused in order to threaten federations and that the federations cannot be stopped of participating in the Olympiad or the elections due to debts.
